right-click on desktop takes long followed by hdd sound accessing

when right clicking on the desktop to bring up the little refresh/view/sortby options, occasionally it takes longer (rotating blue circle) and is followed by the hdd making a sound as if it's being accessed or used even though windows 10 is installed on an sdd, could the ssd getting accessed make a sound, is my hdd going bad slowly? running on an x99/ i7 5820k / gtx 980 ti / Windows 10 / 750w psu

That is definitely it, there is an option to turn off HDD to preserve power, and it's fine if you're on a laptop, but on a PC it does nothing, except slow you down when you need the HDD.
The HDD needs to spin up first, to be able to read.

wouldn't my pc be accessing SSD (where windows is installed) instead of HDD when right clicking?
there's no scratching or loud sounds, just the sound of an HDD being accessed or being read

so I've been looking around and I may be wrong here, I found an option under power saving modes on Windows 10, I put it on performance and adjusted the plan which apparently after 20m it stops accessing the HDD till prompted by an action, so could it have been that?

my original concern was that i was noticing certain actions took a bit longer than usual on occasion (guessing after the 20m mark)
