280W generally would be quite low to run even a bus powered GPU. You would generally want something in the 300W-350W range.
It would, however, all depend on what other parts are already running in that system and the efficiency level of the PSU.

Minimum recommended PSU for that GPU is 300 watts. It might run but I wouldn't try it.
