CPU cooling fan problem

Solution
Depends on what you call a few seconds. Some boards do indeed start the CPU cooler fan later than the case fans. I have a couple boards that do that myself. Usually no more than 3 seconds. Probably could go longer; The cooler heatsink itself can cool the CPU for quite awhile before needing the fan to move air across it.

The system should shut down if the CPU gets too hot during boot.
