Should I Upgrade My Build or Get a New One? (Build inside)

I've had my current build for a few years and it's starting to fall behind, I can barely get 60fps on most high end games now. Should I just upgrade some of my existing components or should I rebuild a whole new PC?

Processor AMD FX(tm)-8350 Eight-Core Processor
Video Card Geforce GTX 960
Memory 12.00GB (10.98 Usable)
Operating System Windows 10 Home 64-bit
Motherboard Gigabyte Technology Co. Ltd. 990FXA-UD3

Solution
The FX line died a long while ago and trails WAY behind even a 6th Gen i3 . Any upgrades are base don DDR4 which is ONLY on totally new systems. I would just get a new i5 OEM PC, then grab a 1050TI to toss in at the onset, then work my way up from there (Upgrade power to beable to host a better GPU like 1070 or 1080, add more RAM, restore the OS to a new SSD, etc.) .
