Motherboard heatsinks need thermal compound replacement?

So ive returned some parts from my custom gaming server build (It works awesome when it works) and so ive had to use some older prebuilts while Im waiting for replacements. The problem with the custom is that the ram (FB-DIMM) would get hot (90 C) and raise the ambient temp, causing my system to downclock, ive already ruled out CPU cooling. Messing with one of my older comps. I took one that was about as old as my custom built (I never said It was new :p) and took off the motherboard heatsink to see what was behind it, I found that the thermal compound was completely dried up. Im wondering now if my custom built overheated because its 2 motherboard heatsinks arnt able to dissipate whats behind it efficiently enough when the temp rises? and thats what causes downclock? I have 2 cpus so It makes sense that those are probably the VRM's

They have spring loaded arms with 2 anchors
