Computer still running after shutdown

I just built it for my dad yesterday, everything is running fine.
It has:
i5 7500
MSI b250M bazooka motherboard
16gb ram
Win 7

However upon shutdown, the monitor turns off, the front lights turn off but the mobo lights remain on and everything is running. I can heard the HDD spinning and even the DVDROM opens when I press the button. If I unplug the power and plug it back in the machine goes into this state.

I don't think it could be a power management issue as I didn't change anything and after looking around in the BIOS no unwanted feature seems to be on


NOTE: Could this have occurred due to incorrect wiring on my part? Everything seems to be in order.

thats a software issue. lol

when you choose shut down, then the software should shut down the OS and thats it. the power supply should stop lol

yes. some wires you wired too well/ ( you did too much of a good job ) ........ so unplug carefully some wires, maybe power supply..... or some jumpers,. and then if it still turns on and then turns off lol
otherwise, just
plug your PC into a Surge protector, and then switch off the surge protector to shut down everything after the OS has closed out

I am not sure who that could hapen but I suppose that you wired something together that should not go together. Simply unplug it all and try again and see if it happens.

it is the fast startup most likely. You didn't mention what windows you have.This is a guide for windows 10, it is similar to windows 8.1 as well i think.

Note:You need to disable the fast startup, meaning to remove the tick from fast startup.

I'm actually running windows 7. Any idea? I've tried reinstalling the OS again.

Tried all that, nothing helped, I might go and take the motherboard back to the store
