Recently the price of the two cards have reached same price range.
They both will cost me 18000INR.

All I want to do is gaming and other entertainment stuff.
I'm very confused about this whole VRAM thing.

As of now the 1060 look much better than rx 470 but once I'm done with my build all I'll want is not to worry about the PC for the next 1-2 Years.
After 2 Years I'll upgrade but not until then.

I'll be doing 1080 @ 60Hz

My PC :

I5 6400
H110M-S2
8GB 2133MHz Corsair Vengeance
VP500P Antec PSU
1TB HDD WD Blue
BenQ 22inch 1080p Display

Solution
I think 1060 3GB will be fine for you it beats 470 8GB in every cases except the VRAM. But 1060 3GB is still good. Get the 1060 3GB you will not have any problem in next 2 years on mid graphics on 1080p I think.

I'll really appreciate it if you can tell me the reasons to support your answer.
I've got only 3 Options at my price point.
vp500p or vs550 or vp550p or maybe a Seasonic 430 80+ Bronze(tough to get as I'm on budget)

The main issue is regarding this whole "VRAM in future" thing.
At the momemt the 1060 3gb is far better than the rx 470 8gb.

But I want my Build to last 2 years of intensive gaming and other entertainment purpose.

This VRAM in future thing is the reaon I'm worried about taking 1060 3gb.But whay if the 3gb be the better choice?
Need help please

I would have bought if without putting up any questions but.
The taxes and all other stuff makes it 23000 INR.
The link you gave me are the products from the Global Store.
Which means any product I get from US,the warranty won't be applicable.
