LOW FPS USING GTX 1060 AND I5 4460 ON 1366x768 MONITOR

Im using Zotac gtx 1060 6gb mini, i5 4460, 16 gb ram, gigabye h81m-ds2 and im playing on 1366x768 monitor
but i get low fps when palying rise of the tomb raider on soviet installation
and novigrad in wither 3
my fps often dropped below 40
any idea why?
