Start up issues on Desktop

Whats Wrong

70% of the time my computer will not boot up from a cold boot. I have checked the RAM and GPU and neither of them are bad. I do have an internal speaker. Whenever the computer actually boots up it will make the short one beep and the computer will load into windows.

When it doesn't work:

When it doesn't load it flashes the motherboard logo on screen and then it will go to the black screen with a cursor. The internal speaker doesn't beep it makes a clicking noise when the computer fails to boot up. Then it will shut off and restart over and over again.
If I move the DRAM to a different slot, more often then not it will boot up. I know it's not the power supply because I have switch out the PSU and it would have the same problems.
I'm just unsure what's going on at this point.

Also this problem started to accrue after i installed windows 10 education just recently. But I have checked the integrity of the files (by sfc /scannow, in CMD) and there is nothing wrong with the files/Windows as far as I know.

2 x 4 GB DRAM Corsair
Gigabyte GA - 97 - hD3 motherboard

Please help. i'm tired of calling tech support to 5 different Companies

I feel you, buddy. This has happened to me too.

Without spares, it will be relatively difficult to pinpoint what is wrong exactly. But in any case, you can try these steps if you haven't tried them already: next time your CPU does not launch after a cold boot, remove the DRAM & GPU and see if the motherboard beeps correctly for the missing RAM. It should. Then put in one stick of RAM, and load. If it loads fine, you're good. Shut down, put in the second stick, and re-load. If this is good too, then put in your GPU and see if it POSTS. Somewhere along the way, your computer should refuse to boot up, generally indicating a bad mobo. If it all goes smoothly, don't get too happy, wait for it; whichever part is dying hasn't died completely...

I do not have a motherboard for Intel.

Side Note:
Any testing I do is so inconsistent that I can't even make sure it's not my DRAM or CPU
