Pc tried to boot then turns off after 1-2 seconds, then turns back on and repeats itself until I unplug it

I recently upgraded my cpu from an intel pentinum to an i5 4460, as soon as I finished installing it when I tried to start my pc it kept turning off after like 2 seconds, nothing displays on the monitor. It then repeats this until I take the plug out the back of the pc. I have removed one of the ram sticks and i still had the problem, so I just put my old cpu back in and it worked, my pc started up fine like usual. Then when I put my new cpu back in I was still having the problem. This makes me feel that either the cpu is broke or the psu can't get enough power for it?? My psu is a 450w corsair vs so I'm pretty sure that's not the issue. As I've said I've had no issues before with my pc and the fact that it works with my old cpu makes me pretty sure there's a problem with the brand new cpu I just bought
