Internet DL speed capped at 6MB 1 laptop only regardless to connection type 1G LAN 200MB Service

Slow internet download speed regardless to connection type on only 1 laptop (wired/wi-fi). Have identical hardware to compare. Not QoS, NotRouter settings... ALL other devices on entire network moving data freely.
TOSHIBA/Satellite/i7/64bit/6GBRAM/100MBNC/w7 <<< seems capped @6MB
TOSHIBA/Satellite/i7/64bit/6GBRAM/100MBNC/w10 <<< DL @94-99MB

I think it software but I have no clue how to discover. Gone through Startup and background programs.

I have done a Line for Line comparison of every network setting i can run across. Opened a command window and flushed the dns settings. Opened machine in safe mode with networking to see if dumbing the system down would clear the path. were this a desktop i would be swapping out the net card.

If the machines are identical, maybe try swapping the win7 hd and putting it in the other machine to see if the slowness follows the win7. Atleast then we will know for sure if it's software, or an issue in Hardware.

After swapping hard drives between the two laptops to rule out hardware, the slow down was proved into the software of the w7 machine. I continued general clean up and discovered several Windows updates as well as updates to the EA game engine.
It appears that updates involving the network had been overlooked or avoided for some reason.

All is Well!!!
