Do I need to purchase windows when upgrading to an SSD?

I currently run windows 10. I'm about to purchase a new hard drive. Will windows 10 transfer from my old one onto my SSD?

I understand I'll have to complete full reinstall, but am I able to do that without purchasing a windows 10 disc/download/USB?

That depends on your license.
If you register your activation code with your microsoft account you should be able to make your own win10 install USB and simply sign into your account rather than repurchase it.

If you're just transferring the OS from an HDD to an SDD, how it it registered doesn't matter. You can do that to your hearts content. It's only when you significantly change the hardware (read, "motherboard") that you need to worry about Windows licensing.
