Only 8GB of 16GB of installed ram is being used after bios update / new cpu

Hey all,
as the title suggests, I updated my BIOS yesterday and installed a brand new CPU and now, my BIOS and Windows is only using 8GB of 16GB of installed RAM.

Parts:
CPU: i7-7700
MOBO: Asus B150m-a (BIOS: 3100)
DRAM: Corsair Vengence LPX 2133 4GB x 4 (16GB total)
OS: Windows Pro 8.1

Description:
Before installing my new CPU and updating Bios, the computer was recognizing all 16GB of ram with no issue, so this is a recent issue.
I have Tested each stick, Slot, Combination... you name it, i have also reinstalled the CPU etc. with no luck.

Here's the confusing part, When in the BIOS menu, it shows that each slot has ram installed, but it's only using 8GB.
If i reset the bios, the screen before entering the bios menu also shows there is 16GB of installed RAM.
When i check CPU-Z on my machine, it is also showing that there is 16GB of installed ram.

I have tried the following:

  • Reset Bios
    Checked for bent Pins
    Re-install Ram
    Change RAM Voltage
    Check Max Memory in windows Boot options
    Test each slot and stick
    Reinstall Windows

This whole thing is driving me crazy, anyone have any idea why this is happening?

Have you, under any circumstances, changed the amound of memory in the msconfig dialogue?
It's a common "trick" to increase performance, but actually is there to limit the amount of memory.
YOur windows version should also support more than 8 GB.

It may be an issue that your motherboard may not using correct RAM's timings.

I am not sure that this is your RAM.
If so, then your RAM's timings are 13-15-15-28.

Check your RAM's timings via looking at memory tab's of CPU-Z currently, and post answer what those are.
