is there something wrong on my end? installed the card correctly, set in PCI slot nicely connects 6 pin power and turned it on, my computer will not recognize the graphics card.
I have also updated my Bios, and the driver multiple times with the disc and through AMD drivers.
Is there something else wrong?

With the RX 470 installed and connected to your display, does anything appear on the screen, ever? I ask because you indicate trying to update drivers, so I assume something does appear on your display. Or, are you connected to your display via the video connections on the motherboard?

i am connected to the New Video card and it is displaying video, the computer seems to be working just fine until you go to launch a game and it gives you a notice and says that there isnt enough Vram to launch the game, this means that it is running off the integrated graphics on the mother board. When i go to system info and go to device manager and click on display adapters it only shows "microsoft basic display adapter,
I have gone into the screen resolution and hit adavanced settings and disabled the graphics and that didnt work either.
As well as go into bios and DISABLE sercure boot to see if it was blocking the card from being recognized at start up and that did not help either.

Is there something else that i havent tried beisdes putting it in another computer to see if it will run?
I dont think the card is bad since it has turned on and the fans have blown when installing the software for the card
It is also not the PCI slot i just had another card running in the slot just before the new one.

Make sure Windows is fully up to date. Also, make sure that your motherboard chipset drivers are installed. When attempting to install the AMD drivers, did you get any error messages?

As of now, you aren't running the AMD drivers as evidenced by "microsoft basic display adapter" in Device Manager. Did you get your drivers directly from AMD? Also, did you try the full or minimal driver install?

could it be the power supply? I know it is only 600 watts but i have a radiator with water pump to cool CPU. 2 from LED, 1 hard drive, 1 SD card, CD-blu ray player,
sometimes on start up it doesn't start up right away, i think that is because it trips the "breaker" and shuts the power up down so nothing short circuits
could that be a problem, not enough power?

drivers and windows are all up to date

the only error when installing the driver was that the GPU was not recognized and could not complete the intall, Yes it was a full install not the minimal.

as of right now it says that i am running "Microsoft basic display driver" with 256 mb of graphics memory, when i have connected an RX 470 Strix 4gb Card

PSU- Internal 600 Watt (100V-240V) (internal ATX brand)
http://h20564.www2.hp.com/hpsc/doc/public/display?docId=emr_na-c03534739 ( This is the specs of the PC the only change is the Graphics card) from the HD 7770 to the RX 470 Strix. As well as taking the tuner out

The PSU is questionable, mostly due to its age. They can and do wear out.

There have been some reports of older motherboards having issues with the RX 4XX GPUs and newer Nvidia gpuS. Your motherboard is not one that of those problematic mobos as far as I can tell.

I would think that the drivers would still install even is the PSU was flakey.

Where did you get your video drivers from?

I can try over break to see if it is the PSU.
I read up on that and did not think that my MOBO would have an issue with the RX 4XX cards

I got the Drivers from the box which was a disk from Asus with the driver and some other applications, the applications say that they do not run with my system,

the driver that i downloaded was from AMD website and i downloaded the software to detect my card and down load the right software.
