running 2 sata HDD at the same time doesn't continue booting into windows"missing operating system ?

hi and thank you all for answering
i have this problem for a while now
i got Dell optiplex 780 Microtower and i have 2 sata connectors and 2 hard drives
i take one of them and install windows 7 on it
and it works just fine
when i try connecting the second drive here is the problem it stops booting and tells me
"missing operating system"
however i did setup my bios at AHCI , And 1st Boot device my boot drive and 2nd the other drive
when i remove the second hard drive it boots just fine
no problems there but when i connect the 2nd HDD again it stuck and the same error "missing operating system" i cleared the CMos and removed the battery
and nothing changes i changed the PSu and the sata cables 3 times and nothing happens
same problem
i am out of ideas and i got so frustrated from this issue and i googled it 10000 times i cant find anything usefull
so please help me .

Solution
It seems that when you connect the second drive, you boot off that drive. So, try either swapping the data cables going to these drives, or selecting from BIOS boot menu the drive with OS installed.

yeah, like Alabalcho said, you could likely solve this by going into the bios and selecting the old hard drive as your boot drive, because right now it seems like its trying to boot from your new hard drive which doesn't have an operating system.
