Transparent desktop icons see-through games/applications?

Two years ago I bought a GTX 980ti card and it worked great. It still works great but one thing I noticed immediately was that in games whenever I look at something bright like the sky, I see transparent icons on the screen of my desktop icons! Extremely faintly though. You have to watch the screen carefully in order to notice this. I also noticed that whenever I look at pics on my computer I still see my desktop icons through the pic I'm looking at. Transparently and very faintly. Same thing in any applications. Is this because of a defect card? Has anyone had this issue before?

I don't experience ANY flickering of any sort. No FPS loss of any kind. No problems with the screen / graphics card whatsoever, its just these damn transparent icons showing through anything and I'm not sure why. I've checked the temp both in games and idle and the card is not being overheated.

Graphics drivers up to date.

I7-2600 CPU @ 3.40GHz.
GeForce GTX 980 Ti
Motherboard: Predator G3610
8GB RAM.
Windows 10, 64bit.
Resolution: 2560 x 1600, 60Hz.
