Can't get PC to even boot to BIOS

Recently my pc has been acting up. It will not show any display unless I have the bios jumper on. I've eliminated every part of my pc other than my cpu from being "the problem" but I heard the chances of it being the problem are very rare. I've replaced the motherboard the Gpu and the psu and all still don't work with this cpu. I have a separate AMD build that I took all the parts out of and tried with that. The pc worked parts worked fine in the other build and it booted completely fine. All the fans are running but they kind of start going faster then slow down over and over and over again. The pc sits in this state until I manually unplug the cord from the back of the pc. Also I don't know if this is relevant but it was working completely fine until I shut off my pc during a windows update. Then proceeded to boot it back up and it's been like this ever since. Any help is much appreciated as I feel I've tried almost everything and read through almost every forum.

Okay so I did that and now I don't know what the he'll is happening. 1st off whenever I just plug the power cable into the back of the pc it boots up. And now this has never happened before, the cpu fan starts up and runs at like maximum speed it's insanely loud. Why would it do that straight off of just plugging the power cable into the pc?

Had no light on accidently plugged cpu fan into rear fan slot was why fan was blasting. And this is a brand new motherboard. I bought it online because I thought my previous one was the problem. I just got it yesterday I highly doubt reseting the CMOS would do anything plus I've reseated cpu about 3 times now trying to get any sign of life but still to no avail... Don't know what else to do.

I've tried 2 different brands of 8gb ram. Both end in same result. If I take out ram all together I get system beep with both so I know it's not the ram. I'm starting to think that it's the cpu its the only logical thing left that could be wrong with it since I just purchased a brand new mobo... :/

Only the motherboard is new. But I have spare parts for everything else that have been tested and working in my other rig. Have 2 gpu's 2 psu's multiple ram sticks. Don't know what else it could be other than the CPU :/

Was doing all this research to plan on buying an i7 3770k just to realize the mobo I just purchased isn't overclockable. Sigh. Might just be time for an upgrade...
