Definitely, pretty much any aftermarket cooler compatible with that CPU socket will keep it within the manufacturers specs. The only point to the heavy duty CPU coolers is to maximize the overclocking potential of a given CPU. If the only concern is noise without overclocking. Pretty much any cheap 120mm heatsink will manage that feat.
