I would also like to know if my 1060 is being bottle caped by my cpu.

Solution
you can check if the gpu is being bottlenecked by the cpu by installing a good fps monitor

it will show you the load of the cpu and the gpu

if your main concern is the cpu, that one is the last one you can buy and use on that mainboard basically

if you want a better cpu, you will have to change cpu, mainboard and ram

the problem on that case is your oem license, it is possible that you can't move it to the new mainboard so you will have to buy another license
the gtx 970 is already beeing bottlenecked by your cpu.
the gtx 1060 is actually as good as a gtx 970.

upgrate to intel kaby lake, or ryzen if you want to.

i would also suggest to grab yourself an internetcable (cat 5, or higher) for better internet connection.
