Remove the Graphics card, and clean both card and PCI-X slot (with drops of petrol)
Connect the Monitor to the iGPU, just to make sure that monitor is fine
If you could see display with iGPU, Go to BIOS and change configure PCIX as display source
Plugin the graphics card and connect the monitor to graphics card and check

All the best

remove the gpu, clean the slot, the whole pc should be a bit dirty i think

then reseat the gpu, connect monitor into the gt card, tunr pc on again

if the onboard one still generates signal, enter in bios and modify bios to show external gpu first or only
