How to know if a CPU has truly failed?

While using Samplitude Pro X3 which would constantly crash, I opened up a CPU diagnostics program ASUS CPUZ and I noticed that the 4 cores are labled 0-3 and periodically core 2 and core 3 would drop down from 3.6 MHZ to 1.2 MHZ right before the software would crash, giving an error stating application can not reference the memory. the DDR3 ram checks out as good. Am I correct in deciphering that the CPU should have stayed at 3.6 MHZ or such and not have dropped to 1.2 MHZ? Such indications suggest CPU failure? Could a failed motherboard where the DIMM slots fail cause damage to the CPU?

Those are C States where the CPU clocks down when not in heavy use to save power.

Your CPU is perfectly alright.
If you dont want the clocks to drop, you can always disable C1E, C6 states and set Windows plan to high performance so your CPU runs at maximum clocks all the time.
