7700k temp/volts help

I recently upgraded from a 6600k to a 7700k, and yes, I updated the bios before doing so, but things seem to be strange with this processor regarding temps and voltage. Stock voltage(and speeds) the mobo bumps it to 1.312 and sometimes higher it seems(that's part of the problem, different reading from different monitors at times) and this causes temps to sky rocket(80c in cinebench, 85c+in stress tests).

So, I've manually set the clock speed to 4.5ghz and locked the voltage at 1.22(as low as I could go). This results in better temps, but not great. Under a stress test loads, cores will hit 83c or so on occasion, but are in the 70s most of the time. Idle temps are around 30-32c, which suggests my cooler is seated properly, while gaming temps are usually in the 40-60s. But another odd thing is that while actually playing fallout 4 temps are in the 40-50s, while the game is loading they spike into the 70s and one monitoring program shows the voltage remaining at my manual setting, while another shows it spiking way higher during this time. That same program shows voltage being adaptive as well despite my having set it to fixed and other programs reflecting this.

And forget about overclocking, it took undervolting just to run stock without crazy temps. If I try overclocking it's unstable unless I up the voltage to at least the 1.312 volts, which despite being the default voltage, a slight oc using it results in insane temps and throttling.

I've thought that perhaps being a z170 board, even with the updated bios, it's simply having compatibility issues with a 7700k. I'm considering returning the chip for another, or perhaps going for a 6700k, but would an overclock to 4.5 on a 6700k even result in any better results regarding temps? Is this just par for the course regarding the 7700k? Meaning I should just accept stock 4.5 speeds at these temps/volts? Any advice would be appreciated. Thanks.

I would be more concerned with either airflow being poor in the case or the cooler not being attached properly. The 7700k won't run any hotter than a 6700k at the same speed. It's just a factory oced 6700k honestly. Those temps are a bit out of line for that cooler at that speed but not way out. A bit more cool air on the cooler might do the trick

My case is a s340 and i have two 140mm fans in the front for intake and two 120mm fans on the top and back for exhaust. I don't think airflow is an issue, nor can I really do anything to improve it. And since idle temps are perfectly fine(sitting @ 29-30c right now) wouldn't that suggest the cooler is mounted properly?

The weird temp/volt spikes as well as the slightest oc causing insane temps(more so than stock speed/voltage) also seems odd, despite the same voltage.

Another thing I should have mentioned is that when I updated the bios I used the internet flash option, but it still asked me to insert a usb device, which it then saved the update to before installing it. In the past internet flash didn't require a usb drive(I thought that was the whole point). Also, when using a usb to flash a bios it is usually suggested that a recently formatted drive without any data on it should be used, but since I was surprised with the need to insert a flash drive I only had one with data on it. Could this have caused any issues with updating the bios? Should I try to reflash it?
