After reinstalling a clean version of Windows 10 64bit I've ran into a really annoying problem.
My graphics card ( GTX 980 Ti Sea Hawk ) is somehow limited to 57% of Power usage and 56% of GPU usage. Before the clean install everything was running fine and with high fps now I am only getting 120 fps and lower in League of Legends and other games like CS:GO and Dying Light. So far I haven't tried much except for unplugging the PSU and replugging it, reinstalling Windows 10 again and replugging the Graphics card and also reinstalling all drivers. This is really annoying since Ive been getting around 200-400 FPS in games like LoL and even 600 fps on CS:GO (<-- in 4:3 and low graphics settings), but now Im kinda stuck to 120 and lower.
My setup
-GTX 980 Ti Sea Hawk edition
-Asus x99-A motherboard/mainboard
-I7-5820k overclocked to 4ghz
-Corsair PSU 1200 watt
-Corsair DDR4 Ram (not completely sure which exact one, but activated XMP profiles in Mainboard)
I would be really happy if anyone knows how to fix this or atleast helps me
EDIT: Ive just checked my Idle CPU load via Taskmanager and it is around 15-30% constantly without running anything "big"!
