I use 450w chieftec

Do i need a new PSU?

CPU: I7 930 (OC)
RAM: 10GB ram OC
GPU: HD radeon 7970 II OC
HDD: 2 HDD s 20 TB
CD-rom; CD-ramming
MOTHERBOARD: Gigabyte GA-EX58-UD3R
3 custom made fans.

I need something juicy, budget for new PSU: 25 USD.

Yes. You should update that PSU.
I'm a fan of the Silverstone Striders series because of their modularity.
Corsair also makes a decent one. But get something at least 750w

No. That power supply only has 1 PCIe power adapter. You will need one with 2 PCIe 8 pin power cables. If you had an adapter that went from Molex (standard 4 pin HD connector) to PCIe, then you would be able to get away with using it.
But, I would suggest a different one all together.
EVGA SUPERNOVA 750 G2 80 PLUS GOLD CERTIFIED 750W looks good, and it's only $164 CAD right now. So well within your budget, and it will work beautifully.

Do NOT use that dual 4-pin Molex to Dual 8-pin 6+2 PCIe adapter. Powering two 8-pin PCIe from two 12 volt wires is a very bad idea. The SATA adapter is even worse since those are designed to handle even less load.

Get a PSU with two 8-pin PCIe connectors. Should be easy with that budget.

Risk is burnt connectors and possible fried system components.

Assuming they are 18 gauge size, the two 12 volt wires on that adapter combined are rated 216 watts max (108 each). Your Radeon 7970 II OC uses well over 300 watts under full load. Put simply ... think of that adapter as a bottleneck. One that will create a lot of heat.

You are best off saving some more cash and getting a new power supply, the ones you've shown us aren't up to the job of powering your system. You may be able to sell them (Fingers crossed if you try). But, using adaptors with the power supplies you have is likely just asking for damaged components.

It will be more pricey if the cheap power supply destroys other components such as your GPU and/or HDDs. Honestly, it really is better and fairly important to get a decent power supply.

You need 2 x 8 pin PCIe cables. That only has 1 6 pin PCIe cable.

Build quality is the main concern. Tom's Hardware PSU list has the Corsair CX series all the way down in tier four.
