am currently using zotac gtx 650ti boost with my phenom ii x4 955. am playing at 720p resolution. it gives well performance but in the game at some time it just laged. so what the issue? gpu or cpu? should i upgrade both or one of them? or heating issue? am confused totally.

What game/s? A 650 Ti Boost should do fairly well at 720p in most games. If you try a game that your card should do very well at 720p and it doesn't do well, that's a CPU bottleneck and a new card won't help.

You can use MSI Afterburner to monitor CPU and GPU use while gaming. What you want to see is high GPU use but not so high CPU use. This would mean you could use a better videocard. If, on the other hand, you see very high CPU use but lower GPU use, that means in the game you are playing the CPU is overwhelmed and a new card won't help.
