You CAN re-use the...
Let me see if I get your question. Are you saying that you have your CPU cooler attached to your current i7-6700K on an OLD motherboard and you want to transfer BOTH the CPU Cooler and the i7-6700K on a NEW motherboard?

If so, then you cannot remove the i7-6700K from your old motherboard without detaching its CPU Cooler. It would be recommended to clean out the old thermal paste and re-apply new once you have transferred both your i7-6700K and your CPU Cooler to the new motherboard.

I am rebuilding my pc which is almost new to a new motherboard and I dont want to have to reapply thermal paste. do i have to? if i remove the CPU Cooler will the thermal paste (which isnt old) HAVE TO be reapplied?

It's not possible because the latching mechanism covers the CPU partly and is under the cooler. So the cooler must be removed to remove the CPU.

You can reuse the thermal compound but it won't work as good due to little air pockets as a result of it being reused. I've reused thermal compound and it's worked quite good.

You CAN re-use the thermal paste BUT it DOESN'T mean that you SHOULD.

Just get one, it's less than $4.
