2nd hard drive not showing in disk management

I recently did a new build and transfered over my drives from my old computer (a ssd and hdd). my ssd was able to show up no problem and i was able to reformat it for my new os but after plugging in the hdd, it wont even show up in disk management. hdd has all cables plugged in and cables have been tested to work with the ssd. the hdd and ssd will both show up in the bios but not after system has started running. HDD was used as mass storage on old build and does not have any conflicting OS files on it
