FPS drops with 100% cpu for a few seconds, HELP

Hey guys, now, i know this has been posted a few times before, but my system doesnt match anyone else with this issue.

I'm getting lag spikes in about half my games (at least the majority that i play..) now when the spikes happen my cpu spikes to 100%, the gpu drops to 30-40%, fps at around 3-10 and it lasts approximately 3-5 seconds then goes back to being completely normal gameplay, i run every game at max settings. which i should realistically be able to. A 6600k shouldnt be bottlenecking with a 1080 should it? :/

To eliminate some of your answers here is what i've tried to solve the issue:
- Removed overclocking.
- Checked CPU/GPU temps they are completely fine
- Run Malwarebytes and Antivirus (no issue)
- Run games on lower settings

Games Effected: For Honor, Ghost Recon: Wildlands, Heroes of the Storm, BF1, Steep.

Thats all i can really remember. really need some help solving this issue as it is greatly affecting my performance in competitive games and is unbelievably frustrating. thanks to anyone who is able to offer some help :)

If it really is a problem, Clean format your PC and see if the problem still presists after all the games are played. If it does persists, the problem is on the hardware. *maybe*

a 6600k would only bottleneck if youre playing DX12 titles, and even then you wouldnt have this much of an cut in performance. it seems like an unstable OC to me but you already went to standard settings. could it be that your pc is updating automatically? Win10 has a lot of garbage running in backround. when was the last time you applied thermal paste? it could be your cpu isnt cooled enough and throttles automatically so it doesnt overheat.

Im running the chip @3.50 which is base. it could definitely be updating automatically should i turn it off or anything specific? the system itself is less than a year old and the cpu has never really gone above 60 degrees.

i have killer network manager which came along with my mainboard and i can literally block any internet connection thats going out of my pc. i just block any windows application that tries to download any update. do you have anysthing similar? afaik you can deactivate the installation of the updates but cant deactivate the download of it. try deactivating it.

It's not virus or malware as i have already run all tests. HW monitor only shows between 4-12% cpu usage at idle. so im doubting its background Apps.

well 12% for idle is kinda high. i have 3 firefox windows open with 8, 3 and 2 tabs and i'm under 10%. i have the i5 7600k. do you have by any chance a free drive or usb stick? you could install windows on that device and check if you have a corrupted OS.
