PSU GPU CPU Questions before I order tomorrow

My parts are selected and I am buying my them this weekend as my first gaming computer. I have a couple of questions.

Can I test the PSU without having the GPU or SSD/HD plugged? I do not want to install a faulty PSU that will fry the expensive parts that I saved years for.

What is a great power surge protector? I have of a lot of surges where I live.

A side question about CPU and GPU

What is a better combo? I7-7700 with a 1060 or I5-7500 with a 1070?
I plan to practice becoming a game artist (Program such as blender and photoshop) and using this pc for gaming (Dayz, csgo, etc).

I'd say i5-7500 with a 1060, or a i5 6600k. i7s are a waste for mid level gaming (GTX 1060 & 1070) and especially when they can't be overclocked. For game artist thats a diferent story as i7s are made for workstation level editing and such, so that might be a good option. Seasonic PSUs are the best if not one of the best PSU brands out there and the only thing that you will need to make sure you don't damage parts is an anti-static wrist band (Absolute must have for building a pc).

As for surge protectors...

I already plan to buy to a wrist strap and thanks for the your opinion. Im going to wait for more opinions.
