Motherboard "Spark" Should I RMA?

Lately I've been having some issues with my motherboard. There is a small component (for lack of a better description) that makes a very small spark when flipping the switch on my PSU. If it is night time and I flip the switch on, it is fairly obvious.

I've been noticing some abnormal behavior with it as well. Across multiple installations of windows, Here is what I've seen so far:

1.Intermittent front port USB function (sometimes only one port will have power and data, maybe they'll both get power but no data, or just both 3.0 ports not work at all) This issue only affects the 3.0 ports on the front. The front 2.0 and rear ports seem to be working properly.

2. There are times where my PC will make the mouse shoot to the top of the screen and jitter around (seems to be only happening in games, tried 2 different mice, happens on every game)

3. Increased post times. This is another thing that does not always happen. But sometimes it can take > 1 Minute to post.

4. Increased loading times in Windows. Rarely it will take up to 5 times longer to do anything. One time it took at least 4 minutes to log in.

5. Hardware detection. MSI afterburner and my graphics drivers could not detect my graphics card after a restart. Another restart fixed the issue.

This may be unrelated, but my average CPU temp is low to mid 40s with OC Genie enabled (4.4GHz) is this to be expected with an H80i running on "Balanced" mode all the time?

This stuff can be pretty frustrating if it happens when there is something that I need to get done. I was wondering if anyone has had these issues be caused by software or a BIOS setting.

Note: The spark only happens when I give the board power from nothing. It doesn't spark when pressing the power button.

I do have all of the most recent and proper drivers on everything.
