My PC basically died....help?

Recently while I was at my PC suddenly everything froze and I had to turn it off using the power button. After I turned it on.. Every thing was going OK but after the windows 8 logo the screen was black nothing showed up and I waited then a blue screen appeared some thing with an error like "PC ran into a problem and needs to be checked out.We will restart it for you after we finish" it wasn't really like this but it was surely a bsod and then I tried restarting, the GPU fan stopped spinning and screen went no signal.
Now to mention.... I have a Win8.1 64 bits.....I CANT ACCESS NOTHING, NOT the Automatic Repair, NOT safe mode, NOT CMD Nothing......
The only thing I can go to are BIOS...
And other thing..? You may say that my monitor might be to blame but its not I tested it...
Also...I don't even know how to reinstall the windows... Everything I saw requires doing something on desktop but I can't go to the bloody windows....

any help? Please....

If you know anything about your BIOS, go and try "Safe boot" mode. Maybe the PC will boot then. Also, did you install new hardware or mess around in the BIOS or anything like that? This reminds me of me messing around and messing up my BIOS settings to 'brick' the PC. but it could be something else ofcourse.

If that doesn't work:
I would suggest looking on the forum or on the internet in general how to install windows from scratch.
So making an installation USB device to install it as a new OS. Of course you'll lose your files, if those are important to you, try to recover them by connecting your HDD or SSD to another PC and going trough the files.
