Poor performance - GTX 1080

I just got a msi gtx 1080 gaming x. My specs are -
intel core i5 4690k (stock)
msi z97 pc mate
8gb ddr3 ram

I'm currently on a 1080p monitor. I tried to play watch dogs 2 and arma 3 on ultra settings but can't seem to hit 60fps on any of them. I get around 50 in watch dogs 2 and around 40 in arma 3. Considering the fact that gtx 1080 is a 4k/1440p 144hz card, shouldn't it perform really well in 1080p? If so, what am I doing wrong?

Yes I did try DDU and reinstalling my gpu driver, nothing happened. My cpu usage stays at 100% and my gpu usage stays at around 50-60%.

CPU usage when doing nothing is around 3-4%. I did not update my motherboard drivers. My CPU is running at maximum which is 3.5 Ghz.

Hmm that's all normal but you seem to be suffering a CPU bottleneck, Id try overclocking

I'm thinking about upgrading to a i7 7700k or 7600k. Would that help?
