A Core i3-6100 is a much faster CPU. If there are any other online stores in your region which offer a Pentium G4560 that is usually a much better deal. It is about half the price in many areas with nearly identical performance.

This Budget motherboard will work. If you find a Pentium G4560 you will need a B250, H270, Q270 or Z270 motherboard.

GPU a GeFore GTX 1050 Ti 4GB is a vast improvement over the Radeon Rx 460.

RAM: As the motherboard only supports two RAM modules. I would go with 1x8GB. So you can add another 1x8GB in the future. Sure performance isn't as good as dual channel. It will save you money in the long run. For the most part the performance hit is minor. Except in a few tasks which depend on RAM speed.

Hard Drive: The seagate is fine. Personally, I would look at getting a 240GB SSD instead. The vastly increased performance is worth the decrease in capacity. Unless your internet service stinks. It doesn't take very long to download a game off Steam. Think about how many games you actively play. I usually just play one until I am done with it then never touch it again. I only have three or four games I actually keep on my drive.

PSU: Look for something on the Tier 1 or Tier 2 list. At the very least don't go any lower than Tier 3.

Case: Look for an ATX mid tower with two 120mm fans. For the most part if it includes these two requirements it will be good enough for most uses. NZXT, Corsair, Coolermaster, InWin, Lian Li and Phanteks are some good brands.
The NZXT S340 is a nice and popular budget case.

As for a dual GPU setup. If the intent is gaming. Only high end options are good any good for a multi-GPU setup. Such as Dual Radeon Rx 480 8GB, or dual GTX 1070/1080 SLI. Otherwise you will get far better performance for the money with one good GPU rather than two cheap ones. Which is part of the reason nVidia dropped SLI on budget models. One Rx 480 4GB is far better than two Rx 460 4GB is Crossfire.

CD-ROM: Unless you have a specific need for an optical drive. They are a waste of money and force you to buy ugly cases. Practically everything is available online. A lot of software isn’t even available on disc anymore or costs more.

for the case and mother board
can the mobo be changed down the road?
and the case is too expensive
i aint looking for any fancy stuff just cheap good long lasting cases that can house all the components and decent airflow and possibly couple of fans

CPU: Core count and clock rate are meaningless when comparing different manufacturers or even different series from the same manufacturer. Even though the Core i3 has fewer cores. It is a far more powerful and efficient architecture that the Athlon 860K. This article reviewing the Core i3 will show you how much better it does in gaming and everyday tasks compared to the 860K. Ignore the integrated graphics benchmarks as you are using dedicated graphics. The 860K is an old design. Even when it was new AMD was far behind Intel.

GPU: A single Rx 480 4GB is certainly faster than dual Rx 460. As far as dual Rx 470 goes. A single GeForce GTX 1070 8GB is faster. Looking at the prices a single GTX 1070 costs about the same as two Rx 470.

Case: Get whatever you want. I was just pointing out a generally good quality budget case. A good case is important for air flow to keep it cool and room to fit everything. This one works. You can look at the CoolerMaster K380 or BitFenix Neos for cheaper cases. They aren't as good but should work for your build.

Motherboard: The motherboard is a component you want to buy the best you can and not plan on replacing any time soon. Once the socket is discontinued a new one is tough to find or prices are generally inflated on leftover stock. It is tied to your Windows license so replacement can be difficult for activation. Plus you will most likely have to perform a clean install of Windows or at least sysprep the drive.
