Massive performance problems on a new high-end PC, I'm DESPERATE for solutions!

GPU: GTX 1070 Gaming X (8GB)
CPU: I7 7700K (4.2 GHz)
Memory: 8GB
Motherboard: b150m pro-vd (ms-7996)
HDD: WD Blue 1TB Desktop Hard Disk Drive (wdc wd10ezex 21wn4a0, to be percise)
PSU: Cooler Master Elite 500w
Everything is up to date. While gaming the GPU temperature never goes much above 70 degrees, while the CPU's temps are usually between 70 and 84.

Hi,
I have been asking people here for some time now about my performance problems with various games and nobody could help me so I'm just about to give up because something is seriously wrong with my PC. When I'm playing games that I should be running at very high frame rates I get frequent frame drops or the frame rate isn't high as it should be with almost every game. For example:

Just Cause 3 (XL edition) - From the very beginning of the game I was getting massive fps drops. It would go from 90 to 15 and it would stutter like that continuously. When I turned down settings to something like medium-low the stuttering still happened frequently, although not nearly as much as before.

Assassin's Creed Black Flag - On max settings it ran worse than it should have, when I turned down anti-aliasing and shadows it ran well, but still I don't think that if everything was ok with my system that I needed to scale back those settings.

Assassin's Creed Unity (Complete Edition) - On max settings I could barely get 60 fps with frequent frame drops, when I turned down AA and shadows it didn't help very much.

Crysis 3 (Deluxe Edition) - On max settings I would struggle to maintain 60 fps, while other people with the same settings, the same GPU and an older CPU, in the exact same locations in the game can run it at 90-100 fps (same as AC Unity). When I turned of AA and Shadows it worked well, almost always above 100 fps.

Batman Arkham Knight (Latest version) - I know the game is notorious for it's poor optimization on the PC, but the first time I played the game (just after I bought this PC, which was a month ago) it ran without a single problem, which surprised me a lot, seeing how other people had terrible stutter issues. But, after I finished the main story the stuttering started to happen (Fps would go from 90 to single digits, I'm assuming you all know what it looked like when the game came out) and it only got worse from there, which is very confusing to me seeing how the first time I played through the campaign I didn't have any problems at all. Could it be that as I installed new games I somehow affected the performance, seeing how when Batman was the only game I had installed on the disk it ran very well?

GTA V - Just like Batman, it ran perfectly for some time (it was the second game I installed). But after a few days it started to stutter and now every time I turn on the game, after 10-20 minutes of gameplay it starts to stutter badly.

Does anyone know what the problem might be, because I'm DESPERATE for an answer.

I have two ideas. The first idea is that your PSU may be to blame. Perhaps it is not able to feed enough power to your components or it is feeding dirty power to it. Second, your GPU may be faulty. Run a memtest to make sure that your RAM is ok, too. And download intels CPU diagnostic tool to make sure it's not your 7700K.

Hi, I did a BurnIn test and it said everything passed. I also downloaded Intel's CPU diagnostic and everything seems to be ok with the CPU

I'm not sure about that, seeing how the i7 7700k is supposed to run hotter than other processors I think. I've done temperature tests and I always passed, in fact the Intel CPU diagnostic said I'm like 40 degrees under the maximum temperature under load.
My processor cooler is Cooler Master MasterAir Pro 3, which unlinke the PSU isn't that bad as far as I know.

Your temps are ok especially if Intel says so. If the burn in and CPU tools come back good then I would say it's narrowed down to two options. Either your PSU is crap or your RAM is having issues. Run a memtest.
If it's not hardware related then it's something weird going on with your drivers. You could try to uninstall and reinstall the drivers or even go as far as to do a fresh install of Windows.
