No, it's ever so slightly better than the i5 6600 according to benchmarks, and the i5 6600 doesn't bottleneck a 1070.

a i5 3570k is better than the 1700 at gaming

at 1080p the answer is yes

at 1440p 60hz, it should be ok on anything not cpu bound

4k is currently very gpu bound

if we look at where the i5 3570k stands on the 1070 list

on cpu bound games = bottleneck





you need a i5 6600 or better for a 1070 not to be bottlenecked
