I'm using a vizio m50c1. I have the pc plugged into to 4k 60hz input (hdmi 5). Pc displays 4k fine at 30 hz but when I set it to 60 via nvidia control panel it gets stretched and displays in a weird cyan color. My pc has a gtx 960 3gb gpu. It's a steam machine running Windows 10. I know hardly any games with the specs my pc has will most likely not run at 60fps however I'd still prefer 60hz. Thank you.

You wont get 6phz 4k out of that machine. Not because its not powerfull enough, but simply, it cant support it. System only has HDMI 2.0, which only supports 4K @30hz, no more. Which explains the fart out when you set it to 60hz. Its like plugging in a usb 3.0 flash drive into a usb 2.0 port and expecting it to work at full 3.0 speed- it simply wont, because it cant.
But dont worry- rookie mistake
Short answer, no fix, hardware says "no can do"
