gtx 1080 50% usage, terrible fps

I recently bought a GTX 1080 and was excited to get it into my system thinking that it would be a big improvement over my GTX 970. I play a lot of rust and just couldn't get the performance that I wanted out of it. When I finally installed my 1080 I realized that my GPU usage was very low only getting around 50% with it rarely reaching 60%. Benchmarks seem to what is expected of a 1080 but in game the fps is terrible I get worse fps than the 970. I have looked all over the internet for solutions and have came up with nothing.

GPU: Evga Gtx 1080 SC
CPU: i7 4790k
RAM: 12g
PSU: Evga 850w supernova w2

EDIT: I started to do some testing to see if it was a possible cpu bottleneck. All my cores were running under 50% or less the entire time I was playing while my gpu was running around 50%. I would also like to note that my ram usage was very high getting to 90% after a while of playing don't know if this is normal or something that should be further looked into?

I would try to do a clean install of your display drivers (use ddu in safe mode, uninstall old drivers, reboot and install the latest ones). Also, I'm probably stating the obvious, make sure you don't have Vsync or something similar enabled in your game settings.

As far as your ram config goes use your hyperX ones in proper config, remove the random one. To the person who suggests you get DDR4 ram maybe they should take a second to think that ddr4 is not compatible with your system since you're using a 4790k. Even so the performance difference between ddr3 and ddr4 would not be significant enough to cause the performance issues you're describing

I recommend checking your RAM configuration and make sure you have matching sticks setup in dual channel on your board. I generally run the same size/type of RAM. 2 sticks or 4 sticks.

I am not sure exactly what you are trying to say but I have 3 sticks of ram two being hyperx fury ddr3 and one being some random brand that came with my computer when I originally bought it. Should I just take out one of the three sticks and leave the two?

I would start by taking about the old ram block and see if it helps. If your mobo dont support Flex mode your ram will run in single mode instead of duel. But it should not give that a big a performance hit unless the ram is being hold back by the old stick.

You could also try to reinstall the drivers if not already done and check the settings "max power".

Buy new ram sticks. DDR3 has become old now and even entry level rigs use ddr4 you should get a Corsair Vengeance 16GB(8x2) DDR4 2400MHz ram sticks and check if the problem is gone or not. If not then try formatting the computer and installing latest drivers for the gpu. Also check that you have connected the hdmi to the gpu and not the mobo. Hope this helped!

Ddr3 will be quite the bottleneck to your pc, example: lets say you are trying to get 300 people threw a meter wide hallway. It would take a while.

I'm sorry, but you are just wrong. How do you propose that he fits DDR4 onto his DDR3 capable mobo and CPU?

No it won't have helped.
 
You could try dropping to 8GB dual channel that might help.

Latest drivers on the GPU? Did you uninstall the old ones before swapping cards? I know they are both the same driver package, but it may well make a difference. (I swapped from a GTX580 to a 970 without uninstalling drivers and it just bluescreened at me, until I installed the card with no drivers present).
