Can anyone help me choose?

I will be using it mostly for gaming and homework with some After Effects, Photoshop and Premier Pro.

If you'd like, you can submit a build with the CPU, a motherboard and some RAM as I am just upgrading my current system(no more than $500 please!).

Thanks!!

For gaming the I7 wins out but the Ryzen 1700 is not a bad CPU at all. I tend to go Intel but in reality the 8 cores and 16 threads of the Ryzen CPU will probably age better. You should check out benchmarks for games you play for the CPU you want then decide.

500 dollars for the whole build will not be able to reasonably include either of those processors. I would either up your budget somehow or go with a lower power, cheaper processor.

It should be possible, I don't need a cooler, HDD, case, PSU, GPU, etc. All I need is the CPU, motherboard and ram

You would have to find a deal on the 7700k to get everything for close to 500. I managed a Ryzen build that is close.
