Computer won't start up

A month ago I plugged in my psu power cable to the back of the psu while the other end was already plugged into an outlet while the switch on psu was turned on. There was a small spark around the psu plug and my computer didn't start from then onwards when I hit the power button. The LEDs on motherboard would stay on when computer was plugged in and psu switch was on, but when I hit the power button the first time the fans just started and stopped for a second then nothing else would happen (If I tried to press the power button a 2nd time right away, nothing at all happened (fans didn't spin at all. But if I turn off the psu power switch off then back on again, the fans spin again for a sec the first time I hit the power button again, then nothing happens subsequent times). I figured the psu shorted when it sparked earlier.

I did a RMA and they sent me a brand new one but when I hooked it up today (carefully making sure the psu switch was turned off while plugging in all the cables this time) it is acting exactly as before - LEDs on, only the fans starting for a second then turning off when I try to power it on the first time after switching psu power switch on. Also on the RMA webpage I just noticed it said "No defect found" under my old PSU, but they still sent me a replacement that shows a different serial number and is listed as "New"

What could the problem be? Was the PSU never broken, and it was another part like the motherboard or wire from the case power switch that could be broken? Or do you think the PSU replacement they sent me was broken already (it looks new/unused, but did not come in original package and the packing material was just foam peanuts). Just to clarify I was using this exact parts setup for 4 months without issue (I was just moving the computer to another room when I plugged it in that time).

All parts except the case are 4 months old. Case is 8 years old.

Hard to say what is causing this,it will probably end up with swapping parts untill you have found the part that is the problem.Motherboard might be the first to check after the psu.

Did you try another power outlet? From the wall i mean.
