Overclock randomly became unstable

I use to run my 3570k at 4.6ghz at 1.26v. Lately I reformatted and accidentally bumped the clear cmos button on my motherboard. It used to be incredibly stable. Now when I try to replicate the overclock my windows freezes and randomly shuts off during idle or light usage. What's weird is if stressed, the cpu it doesn't crash for hours on end. The absolute worse case scenario in terms of temperature is 80C. It also doesn't crash in linux. Settings I've messed with are...

All Core - 46
Spread spectrum - off
speed step - off
xmp profile - 1
cpu voltage - up to 1.32 (doesn't help past 1.26)
CPU LLC - level 1
Advanced
-----------
C1E - off
C3 State - off
C6 State - off

Anyone know of other settings I can mess with to make it stable or if there's anything in windows 10 that might be causing instabilities? I also noticed some settings disappeared when I turned off fastboot in windows 10. Link

System
i5 3570k
Asrock z77 exteme 4
G.skill sniper ddr3 1600
EVGA supernova 2 750W
MSI RX 480 8gig card

Solution
Try testing with CPU LLC increased to maximum. Also please test with XMP off to help narrow down the cause. Some of the power options are gone because they depend on C-states being on.
