Driver reboot loop?

I have a brand new build. Everything works fine until I connect to the internet. As soon as Microsoft 10 puts its default driver for my Graphics card it goes into a restart loop. After blocking the auto update driver function and then downloading the drivers from nvidia I try and install the driver but it fails. I tried another card from old PC but the exact same thing happens. It's also an nvidia.

I have tried multiple fresh windows installs, but the same loop happens. It runs fine until the card is actually recognized. Then drivers come into play and the loop starts again.
