The 480 does not bottleneck the G4560.
100% CPU usage does not mean it bottlenecks, that's merely how much the game is actually utilizing the CPU, and BF1 is very CPU intensive.
As the videos you posted will show, the RX 480 performs marginally better than the RX 470 with a higher clocked pentium.

Fixed it a bit, I left the ram with single 8Gb as you might want to upgrade. Its almost time for games to go over 8Gb.

Your casing choice is bad since the psu located in the upper area.
RX 480 4Gb is the best value at the moment. Don't go with RX 480 8Gb as the vram will just go wasted. 4Gb is the ideal number to get 1080p ultra setting on most games.

and yes, i think G4560 will bottleneck 480, but with $20 canadian difference, its worth it. The bottleneck will only occur on heavy cpu games such as Battlefield1 that has been called i5 killer. BF1 actually demand 6 thread to operate normally without any tweaking thus cpu with 4 thread will have trouble.
BUT
really $20 Canadian for upgrade from 470 to 480. Its just crazy to pass.

And the G4560 (its actually an i3) will have no trouble in less cpu demanding game.

Not to mention, the recommendation I gave above is actually cheaper than the OP initial build but with RX 480. so nothing to lose here.

Optimally you'd want an i5 or i7, but that's out of your budget range by a mile, the G4560 will still hold up well and will give you the best performance metric for the money, see my build above.

anyone that thinks the rx 480 and the g4560 do not work well together .. obviously don't have any real world experience of the combination! BF1 works fantastic imo on 1080 ultra settings . looking at some benchmarks is not the same as actually using the cpu and gpu.
