You can use a splitter to run multiple fans off one header.
The MSI Mortar is a good board and has three 4-pin fan headers. Which is more than enough to power four fans with the use of a splitter.

The MSI B250 PC Mate has four 4-pin system fan headers plus one water pump fan header. I just prefer the Mortar due to superior built in audio. But the PC Mate fits your listed requirements better.

If you haven't already bought the CPU. A Core i5-7400 is faster but practically the same price. Although I would suggest spending the extra $17 for a Core i5-7500. $17 is certainly well worth the jump from 2.7Ghz to 3.4Ghz. $17 barely buys two fast food meals and won't buy two six packs of good beer. Isn't the price of a couple crappy meals worth it for a considerably faster computer you will use for the next few years.
