Why Clock speed of my E8500 processor is limited?

I have g31 motherboard and 4gb ddr2 ram. i currently have core 2 duo E8500 which has 3.16 ghz speed, but in my system it runs only upto 2.53ghz.why doesnt it run 3.16ghz?
Any solutions?

Your CPU has a stock front side bus speed of 333mhz, with a 9.5 multiplier. 333 * 9.5 = 3.16ghz

If your motherboard is only running at 266mhz FSB, you'd get 266 * 9.5 = 2.53ghz. So, you need to go into BIOS and adjust your FSB to 333, if your board is capable of it.

i m plaaning to replace e8500 by q9550, will i be able to use q9550 's full clock speed?
