Pc doesnt start, thermal paste went over the cpu.

Solution
Did you clean it good with 91-99% isopropyl alcohol? Did it get in the socket on the motherboard? It should work if you clean it all off. Getting thermal paste on the green pcboard of the CPU shouldn't affect anything. Only if the paste gets on the underside to interfere with the connection of the pins to the CPU should it cause problems.

After cleaning cpu for 3hours with a paper on a paper clip i got it to work. I also pulled the psu power cable out for 30seconds so i dont know which worked. I cleaned it with kontakt prf ipa that is pure isopropyl.
