I have a: Nvidia GeForce GTX 970
Intel(R) Core(TM)i5-4690k CPU 3.50ghz (4CPUs)
8 GB RAM
PSU: Thermaltake TR2 700W

I lag in games like Ark, Arma, CS:GO, ect..
I feel like I should be able to run them.
My pc also gets to 79 degrees celsius when gaming.

Sorry, I'm not so tech savvy. I think that's the overall temp of the PC.
I think the PSU Model is Thermaltake TR2 700W

What do you mean lag? I know what lag means. General terms don't mean much when it comes to PCs and troubleshooting them.

I only get 30-40FPS with Arma 3(or are you talking about Arma 1?) but my friend and this guy on youtube with the same parts as I have both get ~60FPS https://www.youtube.com/watch?v=INuIXF8pt34.(specific)But you will See FPS drops into the 30s when there is a lot going on.

I do have an identical system but I don't have those games. Can you download and install this https://www.msi.com/page/afterburner . Click on the gear(settings), click on monitoring. Click the resources you want to monitor which are CPU(not individual cores) and GPU temperatures. I would also enable CPU and GPU usage. After you click on a resource you can scroll down and click on Show in OSD. Rinse and repeat with the rest of the resources you need to monitor. Click OK to exit that screen. Minimize MSI AB and play a game. What if I saw

Far_Cry4_2016_11_08_22_14_29_543.jpg

when or if you post a screenshot. I would not see an issue. 99% load is normal for the 4690K with Far Cry 4 with Ultra Settings on a 1080p monitor. The CPU(67%) load and CPU and GPU temps are fine. The GPU's core clock is only 33MHz below the max but there isn't too much happening. If I saw 79C for the CPU I would reapply thermal paste. I already have a 212 Evo cooling my 4690K.

I would also look to my case. How many fans do I have? Are they exhaust(blowing out of the PC like the rear fan usually does) or intake(front fan(s))? In other words can your components breathe properly? Which case do you have? Are the aluminum fins on the CPU and GPU heatsinks free of dust?

But I don't have time for all that. We need to see EXACTLY what you are seeing in order to attempt to identify where the issue is if there is an issue.

A 212 Evo will help with the temperature of the CPU. The 970 shouldn't hit the thermal throttle wall(basically means GFX card is too warm so it reduces the performance so it can cool down)until it is 90C. You can set a custom fan curve with MSI AB. Not hard. Click gear, click Fan, click enable user defined fan control. See those tiny squares? They are what you click and hold and move up to where you want them. The temps. are across the bottom and the fan speed percentage is on the left. I move the first square to the intersection of 30 on the fan and 40 for the temperature. That means the fan will increase to 30% of its full power when it hits 40C. I could move the third square to the intersection of 75(temperature) and 65(fan) and then click okay. That would be louder but certainly cooler. I would then find a compromise between fan speed and temps.

I did what you said with showing the GPU and CPU usage as well as showing the temp. What should I be looking out for? What's a normal usage and temp?
I believe I have one exhaust fan which is a Corsair h100i water cooler, and my GPU Fans.(That's all)
After getting on Arma 3 I could see that my GPU usage was around 80% the whole time and my Temp was about 60- 71 degrees C. My CPU was around 60 degrees C, and the usage was from around 58 - 70%.
I had roughly around 50-60 FPS but I would get small stutters that would drop my FPS by sometimes 20-30 frames.

I'm sorry? One exhaust fan? How long can you breathe with just exhaling? Please don't actually try that:p.

60C for your CPU isn't bad. Where is 79 come from? 60 for your GPU isn't bad either. Take a look over here http://www.tomshardware.com/answers/id-3084719/4690k-reasonable-temps.html . That's too warm. What is the temperature where you use your PC?

How many fans on your H100i? Should have two and the H100i installed to the rear or top of the case with the fans set to exhaust. You should have at least 1 intake fan on your PC and one exhaust. In with the good and out with the bad. I have 2 intake and 3 exhaust. The two 120mm fans on top are set to low. Heat naturally rises so. I also have 2 120mm fans connected to my 212 Evo blowing towards the rear exhaust fan.

Can't really answer the load question. That varies with games and the environments in games.

The video that I offered a link to had similar FPS. You might look at a few more. I am not seeing an issue that needs to be addressed other than maybe a couple fans are needed to optimize your case's cooling ability.

What about background programs? Download, install and run https://www.piriform.com/ccleaner/download. Click on Tools and then Start-up. Which programs are set to automatically start? Look through that list and disable or delete those which you can manually start when you need them. Go through the rest of the tabs and do the same. What you are modifying by disabling or deleting those entries are the start-up entries. None of the programs will be directly affected by your actions. The program is still there but it won't open its doors for business until it is actively needed and in use.

Cleaning out some of the junk in the trunk can help.

As far as Ccleaner's cleaner I would make sure every box is checked except for Wipe free space. Click on the Applications tab too. Check all those. Look through the check list carefully. Make sure you don't delete anything you need. Old Windows installations? Ever going back to a former build? This will not modify System Restore or recovery in any way. Nvidia install files? Ever need to roll back drivers? Passwords? Autocomplete form history and information? Some people depend on their PC to remember passwords. Not the best idea. Not the worst.

Click on registry. Delete the obsolete entries. Up to you if you want to save a registry back up. I've been using that program for many years and I haven't ran into an issue with it.

I don't know why I didn't realize this earlier but as far as I can tell this http://imgur.com/a/YTxrR and the PSU are the only things breathing out. I don't see any inhaling going on. My case is a Ultra xblaster pro mid tower.
How many more fans would I need? What do you recommend?

So, your case likes Whitney Houston. Take a look at your stock CPU's heatsink, if you still have it. See those thin aluminum fins? That copper or aluminum core wicks the heat away from the CPU's lid. That heat is then transferred to the fins(to the coolant in the H100), which due to their thinness heat up and cool rather quickly with the fan's assistance. Your H100i lacks that fan, hence your above average temps.

I recommend http://www.officedepot.com/a/products/549384/Corsair-Fan-Kit-for-Hydro-Series/?cm_mmc=PLA-_-Google-_-Computer_Parts_Upgrades-_-549384-VQ6-51194788196-VQ16-c-VQ17-pla-VQ18-online-VQ19-549384-VQ20-101647128596-VQ21--VQ22-624117484-VQ27-10575863396&adpos=1o1&creative=51194788196&device=c&matchtype=&network=g&gclid=CMap4Jqr1NICFQ6dfgod68QPhA for your H100i.

https://www.amazon.com/Corsair-AF120-Quiet-Twin-Pack/dp/B007RESG7G for your front fan and one in reserve. You are welcome to install the extra one on the side panel. I'd install it so it blows air towards your gfx card. I wouldn't want to disrupt the CPU's airflow.

Thanks! You've been so helpful! I will purchase what I need then, hopefully its not too bad to install.

You're welcome :) Please let me know how this works out for you.

I do however wish that something could be done about your original question. Have you OC'd either the 4690K or the 970? You did pay extra for the K. Maybe now is the time that that little extra investment will provide you with a little extra return.

Which question are you referring to? I OC'd the 970 a bit because of mu stuttering problem but it never resolved anything.

Try the following. First uninstall your current video drivers for nvidia. Then download a program called ddu. Open that program, reboot to safe mode, and then select the option to clean and shutdown (for new graphics card). Once the program finishes and the computer is shut down. Open your case then take the gpu out of the pci e slot. blow it and check for dust and clean appropriately. Firmly place the gpu back into the pci slot then make sure all the wires are secured properly. Boot up the pc, go to nvidia's website, and download a fresh set of the newest drivers. Install and your system should be working just fine now.

I have not tried it, I'm afraid of destroying my PC.
I do not have an SSD
