Which one of these upgrades will be the best for gaming?

My current build is really crappy:
Graphics card: NVIDIA Geforce GT 630
CPU: Intel i3-3220
Mobo: Gigabyte H61M-S2PV
RAM: Kingston 4GB DDR3 1333MHz
Storage: HDD 500GB Seagate
PSU: 400W underdog brand

and I wanted to finally upgrade it so I can play games like GTA5, the witcher 3 etc. on low-mid settings in 720p.

I was considering 2 builds:

1. RX 470 4GB with another 4GB stick and a new power supply - the rx 470 will be bottlenecked by my CPU, but considering my current graphics is GT 630, I'd still get better performance.

2. RX 460 4GB with 4gigs and a new psu.

An important thing to note is that my budget is really tight(around 200£).

I want to know your opinions about these 2, which one will be the best to choose?

Is your monitor (or TV) only 720p? If so just get the RX 460. If you have a higher res monitor, maybe go with the RX 470.

Either one would be a great upgrade though. The GTX 1050 is also something to consider, it usually gets (slightly) better fps than the RX 460.
