Help Me Overclock

I have a problem with my computer. I would run Tom Clancy’s Ghost Recon: Wildlands at the lowest setting, but I was still lagging. Which is weird, because my build can handle almost everything. My build is here https://pcpartpicker.com/user/Fire099/saved/GbxNGX (I forgot what CPU cooler I got, but my BIOS tells me that my CPU runs around 35°C, plus I’m giving it 1.312V and pushing it at 4.6GHz), and my benchmark is here http://www.userbenchmark.com/UserRun/3085174. Now, that benchmark is after I overclocked both my CPU and my GPU. I need some help on how to overclock them both. I don’t mind running Wildlands at any setting as long as it doesn’t lag (if there is no way that is fine, I’m planning on buying an MSI GeForce GTX 1070 Gaming X 8G soon). If I need to provide more details, just ask.

There is no need to OC the CPU. That CPU can run any gfx card even at stock clocks. The weak link in your system is the GTX 950. And no amount of OC'ing is going to help. The GTX 1070 (or even the 1060 6GB) will do the job.

I got the ASUS GeForce GTX 1070 ROG Strix OC (loud as hell) last night, is overclocking worth it? If so, to what extent?

I doubt you will notice any visual improvement over the stock i7 and 1070 unless you are gaming on a huge resolution display that has an extremely high vertical refresh rate. What is yours?
And if OC'ing isn't needed, there is no sense shortening the lifespan of either component unless you are just looking for bragging rights.
