New graphics card didn't improve FPS

This issue is not mine, but a friend of mines. He just bought Gigabyte Radeon Rx 460 Windforce OC 4GB graphics card for his computer and new 350w power supply for his computer, and when he tried to play games through it he gained no FPS improvement. I think it's the power supply as I think he should have gotten a better one, but I don't really know. I also do not know his other computer specs except that he has 8gb of ram, but I can get them later if need be. Any help is appreciated.

Ok so we figured it out, we went down to Fry's and after a 10min chat we found out that the motherboard was most likely damaged or just to old, so we got a new motherboard and processor and it's working great know. Thanks for the feedback and advice.

Well we just threw his graphics card in my computer, and my computer is way better, but we still had shitty performance i think he has a dead graphics card. On low setting in rocket league with my i5 6600k processor we were getting like 2fps so i think his graphics card is dead, but thanks for the help.
