USB over current detected, powering off in 15 secs

So I have been putting together my gaming pc for about 2 days now just coming into contact with this problem. I have looked at just about every solution and I'm currently sitting with my motherboard outside my case and I've powered it on twice, (with just the CPU, cooler, and 1 stick of RAM) both times with that message. I checked the USB ports and none of them seem to be damaged, pins are intact and I'm starting to think it's my mobo. Could it be the USB ports on my motherboard that are shorting out?

It's possible something is shorting out. Do you have the motherboard sitting on anything that is insulated? Maybe sit the motherboard on top of the plastic bag it came in just to make sure nothing is shorting. The USB ports. Are they just the ones on the motherboard itself, or ones connected via the internal header cables?

I had this basic perixx keyboard and a standard HP mouse. Tried them both together, then with just the mouse and then with just the keyboard and once with nothing in at all and same message

Return Merchandise Authorization. Basically returning your motherboard for warranty replacement. I don't think your Mobo is behaving properly. Just for S&G, do you have other mouse or keyboard you could hook up to make sure one of them isn't shorting it out and causing the over current?
